Electrical work I handle in Morro Bay
I'm Adam Keif, a C-10 licensed residential electrician based in San Luis Obispo. Morro Bay is about twenty minutes over the hill on Highway 1, and it is a regular part of my service area. It is a town with a lot of small older homes on small lots close to the ocean, and the electrical work follows from that.

Cottages, hillside homes, and a lot of salt fog
Morro Bay's neighborhoods were built in waves, and the electrical work changes with each one. Morro Heights, on the slope above downtown and the Embarcadero, has many older cottages and small single-family homes on tight lots, a number of them historic, and plenty still carry the panel and much of the wiring they were built with. North Morro Bay is a mix of older one and two story homes, generally newer than the Heights but still wired long before anyone charged a car in the driveway. The Cloisters, a 120-home subdivision at the north end developed in the 1990s, and the custom homes on the hillsides start with more capacity, but their owners are the ones adding heat pumps and EV chargers now.
What every neighborhood shares is the marine environment. Morro Bay sits right on the water, and that is hard on outdoor electrical equipment. Receptacles, fixture boxes, meter equipment, and panel hardware can corrode faster than similar equipment inland.
So the work here is two things at once. Bringing older services and circuits up to modern loads, and doing everything outdoors with materials chosen for the coast. Can you install an EV charger without a garage?
Plenty of Morro Bay homes park in the driveway or a carport. That does not rule out home charging. I mount a Level 2 charger on an exterior wall in a weather-rated enclosure, run a dedicated circuit from the panel, and set it where the cord reaches the car without crossing a walkway. First I check the panel, because a cottage on 60 or 100 amp service may need an upgrade before it can carry a charger, and I would rather tell you that up front than after.
Outdoor electrical in a coastal environment
Standard outdoor receptacles, boxes, and fixtures can deteriorate faster in a coastal environment. The fix is not exotic, it is just correct: weather-resistant receptacles, in-use covers with real gaskets, corrosion-resistant boxes and fasteners, and fixtures suited to coastal exposure. On meter equipment I look for corrosion inside the enclosure, on the bus and terminals, because that is what actually fails, and I replace the panel when that is what it needs.
Older panels in older cottages
An older cottage in Morro Heights may still have its original panel. Some older panel equipment has known safety and reliability concerns, and older panels also come up during insurance and home inspections. Replacing the panel, correcting grounding or bonding issues where needed, and cleaning up circuits that have been added over the decades is typically a one or two day job with a city permit and inspection. It also opens the door to the heat pump, the induction range, or the charger you were thinking about.

You get a written quote before any work begins. Flat-rate where possible, no add-ons you did not agree to. For troubleshooting, I charge a diagnostic fee that applies toward the repair if you move forward.
Permit requirements depend on the work. Panel replacements, EV chargers, and many new electrical installations require a permit. In Morro Bay those go through the City's Community Development Department, Building Division. I pull the permit and handle the inspection when one is required. You do not have to deal with any of it.
